This course aims to provide training for interagency response representatives on the organization of an effective response to potential chemical, biological or radiological incidents; to provide an understanding of the requirements for the implementation of CBRN Consequence Management; and to enhance interoperability among first responders and other agencies dealing with CBRN incident response efforts. This course will familiarize the student with internationally agreed-upon coordination mechanisms established to enhance first responder interoperability when responding to CBRN incidents that cross national boundaries. This course is split between theoretical classroom discussion, followed by practical instruction where students will be expected to work in full PPE in response to a notional CBRN incident. This course is organized in close cooperation with NATO’s Civil Emergency Planning Committee (CEPC).

Learning Objective:
This course is designed to provide each student with an understanding of the security context behind national and international CBRN preparedness and response. Furthermore, upon successful course completion, students will be able to better recognize the indicators of a potential CBRN incident and the command and control considerations inherent to the response effort; address first responder protection, victim safety, and basic medical issues; and understand CBRN detection options and sample-taking principles.

Expected Training Audience:
Prospective students should have a background in or are currently working in the fields of fire and rescue, police, paramedic services, or some other first responder profession; either civilian or military. Upon course completion, students will be expected to use the knowledge received during the course to enhance the capabilities of their organic unit or organization. Students must possess good English language skills.
