6th CBRN IMS Meeting

 

    

 

      Second week in March the JCBRN Defence COE hosted the 6th CBRN International Military Staff (IMS) meeting. More than twenty CBRN specialists from NATO HQs, JCBRN Defence COE, different NATO bodies and Czech Armed Forces met from 7th to 10th March in Vyškov to discuss current CBRN related issues. All participants were welcomed by the JCBRN Defence COE director COL Zdeněk Čížek, who expressed the COE pleasure to host such important meeting and willingness to deepen the JCBRN Defence COE collaboration with all NATO institution as well as the aim to increase our contribution to all projects running within NATO, certainly with a focus on CBRN ones especially. Then COL Christopher Harness (NATO HQ Brussels) chairing this meeting launched the first item of the agenda.

Czech Minister of Defence Visit

 

   

       On 18th Februray 2011,  Czech Minister of Defence Mr. Alexandr Vondra accompanied by Deputy Minister of Defence for Personnel Mr. Michael Hrbata, Deputy Chief of the General Staff of ACR - Operations Commander Brigadier General Aleš Opata, Director Cabinet of the Minister of Defence Col Pavel Bulant and other distinguished guests visited the JCBRN Defence COE.

      During his visit, the JCBRN Defence COE Director Col Zdenek Cizek briefed the delegation on COE concept, development, mission, structure and current manning. He also introduced the Program of Work for year 2011, ongoing projects and activities in CBRN defence. The Minister of Defence met the COE’s national representatives of the Sponsoring Nations.

The Periodic Assessment Team Visit

 

          

 

          It has been nearly five years since the JCBRN Defence COE was activated as an International Military Organization.  After the period of time each Centre has to be assessed again, to discover if the Centre meets accreditation criteria as describe in MC Concept for Centres of Excellence.

          Based on this fact, the Transformation Network Branch Chief Colonel Helmar Storm (ACT) accompanied by his deputy Mr. Tony Wedge paid two days visit at the Centre on 8th and 9th February 2011. This delegation was on behalf of the HQ SACT, which is responsible for all accreditation process for all COEs in NATO.

        The ACT delegation was welcomed by the JCBRN Defence COE Director Col Zdenek Cizek, who gave them the detailed briefing on present status, organization, manning and COE’s achievements over last years. The assessment process continued with the tour at the Centre, with aim to talk to COE members, to test the English knowledge and oversee safety and security measurements. The final part of the visit was the analyses of the Periodic Assessment Questionnaire, which is going to be sent together with assessment report to MC. The periodic assessment will be finished when the MC will endorse HQ SACT Assessment Report.

         During the visit Col Helmar Storm delegation was introduced to First Deputy Minister of Defence of the Czech Republic Mr. Jiří Šedivý and his delegation, who visited the Centre the same day 8th February 2011. For more information clik here.

Workshop for Directors and Experts of Training Centres

 

          In accordance with the Non-Binding Guidelines and Minimum Standards for First responders to CBRN Incidents working Group schedule and the „the Updated Civil Emergency Planning (CEP) Action Plan for the Improvement of Civil Preparedness against Possible Attacks with CBRN Agents. Document EAPC (C) D 2008 0009 implementation, the second Workshop for Directors and Experts of Training Centers was held in Prague (Czech Republic) on 11 - 12 January 2011.

        The main goals of the workshop were:

To update an implementation of the Regional Training Programme Concept developed by the Civil Protection Group.

To evaluate the First Responders Trainers Course (FRTC) prepared and executed by JCBRN Defence COE in Vyškov in November 2010

To discuss and specify the FRTC Lessons Learned (LL)

To introduce the Training Centre for Train the Trainers course of the International CBRN Curriculum. From Bulgaria (going to execute the FRTC in October 2011) and from Lithuania (offered to prepare and execute the FRTC in 2012)
